The HTC One (M8) is the first flagship for 2014, which during the power-on process shows the inscription "Powered by Android". The Google team probably wants to imply that there is an operating system on these phones Android. Practically every flagship has its own environment and there is a chance that uninitiated users will not be able to recognize the operating system.
However, Google takes the new inscription as a strict condition. If the manufacturer refuses to add the message Powered by to their device Android, Google will give these devices access to the Google Play store and other services.
