Qualcomm has to start mass-producing processors and considering that Apple already offers 64-bit phones, can't wait. However, it is necessary to solve the problems, start small-scale production and then start large-scale production so that Qualcomm can cover the demand during the next year. In addition, Samsung is an important customer of Qualcomm, despite the fact that it produces its own processors. These should also appear in certain variants of the S6, more precisely the Exynos 7420 chip should be used.
