I installed the repair patch on my S22 Ultra this morning...I didn't know about the slowdown at all...but it's probably partly because games are the very last thing I use on the phone.
It is true that it does not limit the ordinary user in any way. But the avid mobile gamer probably does, and with this step, Samsung gives everyone a choice of which settings they want to prefer.
