What could Samsung do to fix this? 

Of course, the perfect solution would be a physical switch on the side of the device, which you could define whether it should serve as a rotation, sound, or display lock. It would probably require the least effort to develop and provide a quick switch to "disable touch input" where this would be available across older models as a simple update. A very elegant solution could also be a form of automatic recognition when on the tablet Galaxy some video is playing with a "lock touchscreen" switch appearing on the screen.

Even though we're talking more about tablets here, it's not just their problem. They also suffer from this in particular Galaxy The S22 Ultra with its highly curved display where you can easily touch it and bring up menus. But there is no place for a hardware switch on it, and therefore the most universal solution is the software one.
